Let's talk about the Texas novelty id cards 2D barcode. If the encoded data is even slightly off, the scanner will flag it as a 'high risk' or 'unverified' card.
Make sure your vendor is using the latest encoding standards for the back of the card. I took mine to a liquor store in Austin and it scanned without any delay. Also, check that the info on the back matches your height and eye color on the front. It's a simple check but one that bouncers often do if the scanner takes more than a second to process the card.
