Information accuracy - what's required to be real?

Getting really frustrated here - my photo has now been rejected TWICE and I honestly don't know what I'm doing wrong. 😤

First rejection reason: "Lighting too dark - please retake in better lighting"

What I changed: Took photo outside in natural daylight instead of indoors

Second rejection reason: "Background not plain enough - shadows visible"

What I'm currently doing:
• Taking photo during daytime with natural window light
• Standing against a white wall
• Having my friend take it (not a selfie)
• Neutral expression, no glasses
• Face fills most of the frame

What am I still missing??

Is there a specific distance from the wall I should be? Specific time of day that works best? Should I use a professional camera instead of iPhone?

For anyone who got their photo approved on the first try - please share your EXACT setup. Camera model, time of day, distance from wall, lighting source, everything!

I really want to get this order moving but I'm stuck on the photo step. Any help would be amazing! 🙏

Washington IDs are complex but they replicate them perfectly here.
